Allows security officers regularly employed by the Los Angeles County Metropolitan Transportation Authority to detain individuals on authority-owned or operated properties when exigent circumstances exist (probable cause that a person faces serious bodily injury, death, or has been assaulted with suspect fleeing), limited to reasonable time for peace officer investigation.

Permits Los Angeles County Metropolitan Transportation Authority security officers to carry wooden clubs or batons without additional training requirements.

Authorizes Los Angeles County Metropolitan Transportation Authority security officers to carry shotguns in armored vehicles owned by the authority when performing revenue protection duties.

Exempts the Los Angeles County Metropolitan Transportation Authority from restrictions on large-capacity magazine sales, allowing the authority to purchase and distribute magazines to security officers for official duties.

Establishes that these security officers are not peace officers and may not exercise standard peace officer arrest powers under state law.
