Adds a one-year sentence enhancement for any person convicted of a serious felony who had a blood alcohol level of .08 or greater or was unlawfully under the influence of a controlled substance at the time of the offense.

The one-year enhancement must be served consecutively to the punishment imposed for the underlying serious felony.

Defines "controlled substance" for purposes of this section as any substance that would expose a possessor of any quantity to criminal prosecution.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution.
