Sets a standard monthly transportation allowance of $100 per month for CalWORKs participants, issued in advance at the beginning of each month.

Establishes a $500 standard allowance for books and supplies for participants assigned full-time to postsecondary educational activities, or $250 for part-time assignments, paid at least 15 days before semester start and adjusted annually for inflation.

Allows participants to opt out of standard allowances and claim reimbursement for actual costs, submitting claims by mail, in person, or via county website if the county has technological capacity.

Requires the state department to implement the bill through an all-county letter by April 1, 2017, without formal rulemaking procedures.

Prohibits use of continuous General Fund appropriation for implementation and provides that state mandate reimbursement to counties shall follow existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.
