Authorizes establishment of the Lower Los Angeles River Recreation and Park District by petition or resolution submitted to the Los Angeles County Local Agency Formation Commission before January 1, 2019, subject to existing recreation and park district laws.

Initial board of directors consists of no more than 13 members, including one representative each from 10 specified cities (Vernon, Maywood, Bell, Bell Gardens, Cudahy, South Gate, Lynwood, Compton, Paramount, and Long Beach), two public members appointed by the Los Angeles County Board of Supervisors, and one joint representative from Commerce, Downey, Montebello, and Pico Rivera.

District is authorized to promote development of open space and parks along the Lower Los Angeles River, identify funding and resources for revitalization, and acquire, construct, improve, maintain, and operate parks and open space in coordination with the Lower Los Angeles River Working Group and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.

District's enumerated powers are subject to review and approval by the Los Angeles County Local Agency Formation Commission upon formation, change of organization, or reorganization under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

No state reimbursement required because costs will be incurred only for creating new criminal violations related to district orders or rules.
