Establishes a grant program administered by the State Department of Education providing cash grants to full-time, credentialed teachers based on years of teaching experience, beginning in the 2017-18 school year.

First-year teachers receive $1,000 (starting 2017-18), second-year teachers receive $1,000 (starting 2018-19), third and fourth-year teachers receive $2,500 each (starting 2019-20 and 2020-21), and teachers with five or more years of experience receive $5,000 (starting 2021-22).

Teachers may receive grants in multiple school years but cannot receive more than one grant per school year; grants apply only to credentialed teachers serving as teachers of record in California public elementary or secondary schools working at least 35 hours per week.

Excludes teachers with only 30-day substitute permits and teachers employed solely at charter schools established under the Charter Schools Act of 1992.

Requires the State Department of Education to submit a report to the Legislature by July 1, 2022, evaluating the effectiveness of the grant program.
