Establishes state policy that protection and management of natural and working lands is an important strategy for meeting California's greenhouse gas emissions reduction goals through carbon sequestration.

Requires all state agencies, departments, boards, and commissions to consider this policy when revising, adopting, or establishing policies, regulations, expenditures, or grant criteria related to natural and working lands management.

Defines "working lands" as lands used for farming, grazing, or forest product production, and "natural lands" as forests, grasslands, wetlands, parks, and other ecosystems or recreational open spaces.

Identifies multiple public benefits of natural and working lands conservation including wildlife habitat protection, water quality improvement, flood protection, and recreational and economic opportunities.

Preserves existing authority of cities, counties, state agencies, and other entities over natural and working lands and does not diminish their current powers.
