Authorizes retired teachers to perform substitute teaching duties during the first 180 calendar days after retirement without compensation restrictions if there is a current or projected shortage in special education, mathematics, or science.

Exemption applies only to schools where at least 55 percent of students are English language learners, eligible for free or reduced-price meals, or foster youth, or schools participating in federal National School Lunch Program Provisions 1, 2, or 3.

Existing law allows retired teachers to work after 180 days with employer board approval via public resolution if the appointment fills a critically needed position and the retiree did not receive financial incentives to retire.

Requires school districts to submit all documentation to the State Teachers' Retirement System (STRS) prior to the retired member beginning work, with STRS responding within 30 calendar days on compensation eligibility.

Amendments apply to compensation paid on or after January 1, 2014.
