Requires the Energy Commission to evaluate energy efficiency savings from negative thermal interactive effects in integrated energy policy reports adopted after 2019.

Modifies the exception for a Stanislaus County municipal solid waste combustion facility, limiting its eligibility as a renewable energy resource and renewable energy credit generation to before January 1, 2017.

Exempts certain local publicly owned electric utilities relying on hydroelectric generation from minimum renewable energy procurement requirements, limited to the portion of retail sales not satisfied by their own hydroelectric generation or large federal hydroelectric generation.

Removes the requirement for local publicly owned electric utilities to notify and report to the Energy Commission regarding deliberations on renewable energy resources procurement plans.

Requires the Public Utilities Commission to ensure that electrical corporations and community choice aggregators bear all costs resulting from failure to meet renewable energy integration needs.
