Raises the age restriction for tobacco stores from under 18 to under 21 years old, requiring anyone under 21 to be accompanied by a parent or legal guardian to enter the premises.

Expands the definition of "tobacco products" to include products containing or derived from tobacco or nicotine, electronic nicotine delivery devices, and any components or accessories of tobacco products, effective January 1, 2019.

Redefines "retail location" beginning January 1, 2019 to mean only tobacco stores that generate more than 60% of gross annual revenues from tobacco products and paraphernalia sales.

Imposes state-mandated local program requirements by expanding the definition of crime related to tobacco product sales, with no state reimbursement required under California Constitution Article XIII B.
