Requires the State Air Resources Board to revise zero-emission vehicle standard regulations by March 1, 2017 to expand eligibility for zero-emission vehicle credits to include rental car companies, transportation network companies, taxicab companies, and car-sharing companies that offer ridesharing features reducing per-passenger emissions

Directs the State Air Resources Board to conduct a study determining the feasibility and efficacy of providing grants to transit operators to subsidize cost-effective rides in disadvantaged communities using zero-emission vehicles from eligible transportation systems

Aligns with the Charge Ahead California Initiative goals of placing 1,000,000 zero-emission and near-zero-emission vehicles in service by January 1, 2023, and increasing access for disadvantaged, low-income, and moderate-income communities
