Requires the Employment Development Department to determine within 60 days which individual is legally issued a social security number when multiple people use the same number.

Mandates the department notify the legal user within 30 days that duplicate use was attempted on their social security number.

Requires notification to non-legal users within 30 days to cease using that social security number and warning that continued willful use may violate state law, with information on obtaining a new number from the Social Security Administration.

Requires the department to maintain and update every six months a record of duplicated social security numbers, discovery dates, and notice dates.

Requires annual reports to the Legislature beginning January 1, 2018, containing the duplicate social security number records with actual numbers redacted.
