Requires principals of each public school to post a conspicuous notice titled "Respect for All" in a common area accessible to all pupils by January 1, 2018

Notice must include four bulleted items informing students they are entitled to a fear-free learning environment, how to report discrimination, harassment, intimidation, bullying, or cyberbullying, and that violators may face suspension, expulsion, or criminal prosecution

Allows students, parents, teachers, or concerned parties to report bullying or pupil victimization to the district superintendent or county superintendent of schools

Imposes a state-mandated local program; establishes that local agencies and school districts shall be reimbursed for costs as determined by the Commission on State Mandates pursuant to Government Code provisions
