Defines eligible housing as rental developments with majority of units affordable to low or moderate income households, and eligible residents as certificated and classified staff employed by school districts

Permits school districts to leverage federal, state, and local public, private, and nonprofit resources; promote public-private partnerships; and foster innovative financing to develop housing programs

Establishes state policy supporting teacher housing on school district-owned land and allows developers receiving local or state funds or tax credits to restrict occupancy to school district employees

Addresses teacher recruitment and retention by reducing commute times and housing costs, citing 12-year low in teacher supply and 8 percent annual teacher attrition rates
