Requires the Energy Commission to approve a plan by January 1, 2019 that promotes compliance with California Building Standards Code (Title 24) for installation of central air conditioning and heat pumps, developed in consultation with the Contractors' State License Board, local building officials, and stakeholders.

Authorizes the Energy Commission to adopt regulations to increase compliance with permitting and inspection requirements for central air conditioning, heat pumps, and related sales and installations consistent with the approved plan.

Requires customers and contractors receiving utility rebates or incentives for energy efficiency improvements to certify compliance with applicable permitting requirements and California Building Standards Code specifications.

Mandates that customers and contractors receiving rebates or incentives for central air conditioning or heat pump installations must provide proof of permit closure to receive the rebate or incentive.

Clarifies the Public Utilities Commission's statutory authority to supervise cost-effective energy efficiency programs and establishes that utilities are not responsible for verifying permit closure documentation or enforcing building energy standards.
