Allows scoping meetings conducted under federal National Environmental Policy Act requirements to satisfy this requirement if proper notice is provided

Classifies this requirement as a state-mandated local program; provides that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover the costs

Removes previous exemption provisions that would have exempted drought-related projects from California Environmental Quality Act requirements during declared state emergencies
