Requires the California Environmental Protection Agency to oversee development of a registry for greenhouse gas emissions resulting from the water-energy nexus using best available data.

Authorizes the agency to contract with a qualified nonprofit organization to develop and administer the registry, with participation being voluntary and open to any entity conducting business in California.

Registry contractor shall help participating entities establish emissions baselines, encourage voluntary water and energy efficiency measures, enable consistent greenhouse gas emissions recording with third-party verification, and promote participating entities' emissions reductions.

Contract term limited to three years, with option to extend for one additional year by mutual agreement of both parties.

Participating entities in the registry may qualify for financing opportunities and incentives to reduce greenhouse gas emissions under existing state law.
