Establishes a Work Transition Project by July 1, 2017 that allows regional centers to provide integrated job readiness and support services to help consumers transition from work activity programs to competitive integrated employment.

Sets maximum vendor rate of $40 per hour for job readiness and support services aimed at individualized transition for consumers in work activity programs who choose to move toward competitive integrated employment.

Authorizes the department to waive certain regulations to increase flexibility in service program settings and expand community integration activities, while maintaining the purpose of existing regulations.

Requires the department to assess and report to the Legislature during annual budget process on the time it takes consumers to become job ready and transition to competitive integrated employment, compared to previous service delivery modes.

Allows regional centers to partner with group supported employment programs to support career pathway development with additional job coaching hours authorized for consumers moving toward competitive integrated employment.
