Extends the school district of choice program's inoperative date from July 1, 2017 to July 1, 2022, and repeal date from January 1, 2018 to January 1, 2023.

Requires school districts of choice to use random, unbiased selection processes and prohibits consideration of academic performance, athletic ability, physical condition, English proficiency, family income, and other individual characteristics listed in Education Code Section 200.

Limits transfers in districts with average daily attendance of 50,000 or less to 8 percent of total enrollment at any given time, down from 10 percent.

Mandates school districts of choice provide free transportation assistance to pupils eligible for free or reduced-price meals living 2-10 miles from the school district boundary, effective July 1, 2019.

Requires school districts of choice to register with the Superintendent of Public Instruction and county board of education by July 1, 2017 before enrolling transfer pupils, and establishes county board appeal procedures for denied transfers and complaints of program violations.
