Requires the Instructional Quality Commission to consider including comprehensive information on healthy relationships development in the Health Framework for California Public Schools during the next revision after January 1, 2017

Applies to kindergarten and grades 1 through 8, with content that must be age and developmentally appropriate and consistent with state health education standards

Mandates any included information be research-based and appropriate for pupils of all races, genders, sexual orientations, gender identities, and ethnic and cultural backgrounds

Requires consultation with teachers and educators with expertise in developing healthy relationships curriculum

Defines healthy relationships to include respect and dignity, interpersonal communication skills for conflict resolution, and recognition of bullying, harassment, and harmful situations
