Requires lead agencies to include specified notices and procedures in environmental impact reports, including mandatory informational workshops within 10 days of draft EIR release and public hearings within 10 days before comment period closure

Mandates nonbinding mediation between commenters and project applicants within 35 days after public comment period closes, with applicant bearing mediation costs and any agreed-upon measures becoming conditions of approval

Limits lead agency consideration of post-comment-period submissions to new issues raised in responses, new agency information, project changes, proposed conditions/mitigation measures, or previously unknown information

Prohibits courts from staying or enjoining water storage projects unless construction presents imminent threat to public health and safety or would materially damage unforeseen Native American artifacts or important historical, archaeological, or ecological values
