CA SB1441

Prohibits the California Public Utilities Commission from allowing gas corporations to recover from ratepayers the value of natural gas lost to the atmosphere from regulated pipeline facilities, storage facilities, processing facilities, and transportation/delivery facilities, effective January 1, 2019.

Applies the prohibition to the extent feasible and in appropriate proceedings as determined by the commission when establishing rates in individual rulemaking proceedings or general rate cases.

Exempts natural gas losses resulting from acts of God from the recovery prohibition.

Requires the commission to consider providing adequate workforce resources to reduce hazards and emissions from leaks, including leak avoidance, reduction, and repair when establishing rates.

Requires consideration of the impact on affordability of gas service for vulnerable customers when complying with adopted rules and procedures.
