Adds the right to receive electronic mail to conservatees' protected personal rights alongside existing rights to receive visitors, telephone calls, and personal mail.

Allows courts to issue orders that either grant conservators power to enforce conservatees' email rights or direct conservators to allow electronic mail access.

Permits courts to limit conservators' powers through orders specifying which powers conservators do not have or which specific powers they do have over the conservatee's person.

Restricts guardians and conservators from hiring or referring business to entities in which they have a financial interest unless authorized by court, with disclosure required beforehand.

Limits the financial interest restrictions to guardians and conservators who are subject to the Professional Fiduciaries Act.
