Requires the Public Utilities Commission (PUC) to review capital expenditures by electrical corporations for baseload generation that do not comply with greenhouse gas emission performance standards

Prohibits cost recovery for non-compliant generation if the expenditure materially extends service life, cost-effective alternatives exist that would provide superior customer value, or accelerated retirement would promote state emission reduction goals

Eliminates the alternative compliance option previously available to electrical corporations serving 75,000 or fewer retail customers in California with most customers located outside the state

Maintains existing requirements that load-serving entities and local publicly owned electric utilities must comply with greenhouse gas emission performance standards established by the PUC and Energy Commission respectively
