Deletes the existing 4-day per school month limit on excused absences for religious or moral instruction and replaces it with hour-based limits: maximum 2 hours per week for K-8 students and maximum hours equal to one course completion time for grades 9-12 students.

Allows pupils with written parental consent to be excused from school for religious exercises or moral and religious instruction at places of worship or other locations away from school property.

Requires school district governing boards to adopt a resolution and regulations permitting such absences and governing attendance reporting before absences can be excused.

Maintains that qualifying absences will not count against a student's average daily attendance if all conditions are met, including that the student attends at least the minimum schoolday.

Declares the section permissive only, indicating school districts are not required to implement these excused absence provisions.
