Amends Section 14595.5 of the Public Resources Code to revise language prohibiting payment or receipt of refund values for ineligible beverage container material, including imported containers, previously redeemed containers, rejected containers, and line breakage

Clarifies that no person shall pay, claim, or receive refund value, processing payment, handling fee, or administrative fee for specified ineligible beverage container material

Prohibits persons with intent to defraud from redeeming ineligible containers, returning previously redeemed containers to the marketplace, or receiving, storing, transporting, or distributing ineligible material for redemption

Requires the Department of Resources Recycling and Recovery to take reasonable steps to exclude imported, previously redeemed, rejected, and defective containers when conducting surveys to determine commingled rates
