Extends revenue protection for San Francisco Community College District for three fiscal years beginning in 2017-18 if full-time equivalent student (FTES) enrollment increases after previous declines.

Entitles the district to restoration of apportionment revenue reductions due to FTES decreases, up to the funding level from the 2012-13 fiscal year, if enrollment subsequently recovers.

Maintains existing conditions requiring the Fiscal Crisis Management Assistance Team to find the district is meeting fiscal control benchmarks before funds are provided for the 2016-17 fiscal year.

Requires the Chancellor of City College of San Francisco to submit detailed reports on accreditation status, enrollment projections, budgetary reserves, and multiyear budget plans to legislative committees and state agencies on specified dates.

Declares that a special statute is necessary for San Francisco Community College District due to unique accreditation and fiscal challenges that cannot be addressed through general law.
