Requires the Public Utilities Commission to prioritize areas with increased fire hazards when determining where to require enhanced mitigation measures for overhead electrical lines and equipment.

Mandates the commission consult with the Department of Forestry and Fire Protection when identifying high-risk areas based on conditions that increase fire hazards associated with overhead utility facilities.

Directs the commission to develop a definition of "enhanced mitigation measures" in Rulemaking 15-05-006 or another appropriate proceeding.

Requires findings supporting approval of area boundaries to describe how the commission incorporated concerns from local governments and fire departments in determining those boundaries.
