Mandates the investment plan recommend specific metrics to measure progress and benefits from programmatic investments.

Maintains existing requirements for public workshops, hearings, and consultation with the Public Utilities Commission during investment plan development.

Requires the Climate Action Team to provide information and testimony to support development of three-year investment plans starting with the 2016-17 fiscal year budget.
