Requires trauma screening to be included in the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program for Medi-Cal eligible children under 21 years of age, consistent with federal law.

Defines "trauma" as an event or series of events experienced as physically or emotionally harmful that has lasting adverse effects on an individual's functioning and physical, social, emotional, or spiritual well-being.

Directs the State Department of Health Care Services to develop tools and protocols for trauma screening in consultation with the State Department of Social Services, behavioral health experts, child welfare experts, and stakeholders.

Allows the department to implement screening tools and protocols through all-county letters, plan letters, provider bulletins, or similar instructions without requiring formal regulatory action.
