Prohibits committees controlled by candidates for elective office that are primarily formed to support or oppose ballot measures from spending campaign funds on advertisements featuring the controlling candidate or another officeholder or candidate.

Defines "featuring" to include use of a candidate or officeholder's name, signature, title, voice, or image in advertisements.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and requires a two-thirds vote in each house for passage.

Provides that no state reimbursement is required because the bill only creates new criminal penalties under existing law.
