Revises the definition of "tobacco store" under the Stop Tobacco Access to Kids Enforcement (STAKE) Act to require that it primarily sells both tobacco products AND tobacco paraphernalia (previously only tobacco products).

Updates the revenue threshold requirement so tobacco stores must generate more than 60 percent of gross annual revenues from the sale of tobacco products and tobacco paraphernalia combined.

Maintains existing exemption allowing tobacco stores to display cigars, pipe tobacco, snuff, chewing tobacco, and dipping tobacco through self-service displays, provided they meet all definition requirements.

Places burden of proof on retail businesses to demonstrate they qualify for the tobacco store exemption during enforcement actions.
