Reorganizes Fish and Game Commission rulemaking procedures to clarify that specific regulatory processes apply generally to all commission regulations governing the take or possession of birds, mammals, fish, amphibians, and reptiles, and conforms procedures to the Administrative Procedure Act.

Repeals provisions enacted in 1949 governing tidelands and submerged lands grants to the City of Santa Monica, City of Los Angeles, and County of Los Angeles, restoring jurisdiction over those lands to the State Lands Commission.

Expands concession agreement authority at Will Rogers State Beach from a maximum of 20 years to up to 50 years and removes the 15-year extension limit to facilitate amortization of capital improvements exceeding $1,500,000.

Establishes emergency rulemaking procedures allowing the Fish and Game Commission to adopt, amend, or repeal regulations without standard timeframe requirements when necessary for immediate conservation or protection of wildlife, or preservation of public peace and safety.

Makes conforming changes to numerous code sections including provisions related to hunter education requirements, deer hunting regulations, sport fishing regulations, and State Department of Public Health jurisdiction over various statutory duties.
