Designates the California Health Benefit Exchange as "Covered California" and specifies that all references to the Exchange refer to Covered California.

Updates references in the California Children's Services Program from the Healthy Families Program to the Medi-Cal program and from the AIM-Linked Infants Program to the Medi-Cal Access Program.

Authorizes the Department of Health Care Services to enter into contracts until January 1, 2020 for administrative activities related to revised federal Medicaid managed care regulations published May 6, 2016, with exemptions from certain contracting requirements.

Requires contracts entered into under this authority to be publicly available under the California Public Records Act.

Makes technical corrections to cross-references and nonsubstantive changes in Health and Safety Code sections governing children's services programs and enrollment fees.
