SB 15 Summary

• Increases Competitive Cal Grant A and B awards from 22,500 to 30,000 annually and maintains the maximum tuition award amount of $9,084 for private nonprofit institutions beginning in the 2015-16 award year.

• Establishes the Graduation Incentive Grant program for California State University matriculated undergraduate students with financial need, providing $1,000 for completing 30 semester units in year one, $1,500 for 60 units by year two, and $2,000 for 90 units by year three.

• Requires Cal State University students to be California residents, have an expected family contribution not exceeding $12,000, maintain satisfactory academic progress, enroll in at least 12 semester units per term, and have a declared major to qualify for grants.

• Mandates California State University to submit annual reports by April 1 containing data on unit completion rates, transfer students, grant recipients, and academic performance, disaggregated by discipline, race, ethnicity, gender, and socioeconomic status.

• Expresses legislative intent to appropriate funds to University of California to eliminate a 5 percent tuition increase and to both UC and Cal State to provide additional course offerings and student support services for the 2015-16 fiscal year.
