Amends Section 10111 of the Public Contract Code to clarify that disabled veteran business enterprise (DVBE) program goal achievement is measured pursuant to subdivision (a) of Section 999.2 of the Military and Veterans Code and subdivision (c) of Section 10115 of the Public Contract Code.

Requires the Department of General Services annual contracting activity report to include a statistical summary detailing each awarding department's DVBE goal achievement and statewide totals.

Adds reporting requirements for employment social enterprises participation in state contracting, including lists of eligible bidders, contract participation statistics by category, and data on employees participating in training programs.

Declares that amendments regarding DVBE goal achievement measurement are clarifying and declaratory of existing law.

Incorporates provisions from Senate Bill 1219 if both bills are enacted, with this bill becoming operative only if SB 1219 is enacted first.
