Creates the Clean Energy and Low-Carbon Economic and Jobs Growth Blue Ribbon Committee within the California Environmental Protection Agency with 7 members appointed by the Governor (5), Speaker of the Assembly (1), and Senate Committee on Rules (1), each serving four-year terms

Requires committee members to have expertise in economic, financial, or policy aspects of clean energy, job creation, and workforce development, with at least two Governor-appointed members having experience in disadvantaged communities

Directs the committee to advise state agencies on maximizing economic and employment benefits from clean energy and greenhouse gas-related investments, including guidance on job tracking, worker standards, and connecting disadvantaged communities to quality jobs

Mandates state agencies receiving committee advice to submit annual progress reports to the Governor and Legislature describing how they implemented or responded to the committee's recommendations, with this reporting requirement ending January 1, 2021

Requires the committee to hold its first meeting by December 1, 2016, meet quarterly thereafter, and provide annual updates to the Governor and Legislature on its activities
