Expands In-Home Supportive Services (IHSS) to include up to 2 hours per month of assistance reading and completing financial documents for blind recipients, effective January 1, 2017.

Requires the Director of Health Care Services to obtain federal Medicaid approvals by January 1, 2017 to fund the new reading assistance service.

Authorizes implementation through all-county letters until emergency regulations are adopted by January 1, 2018, with final regulations required by January 1, 2019.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
