Establishes the Low Carbon Fuels Council as a six-member body to coordinate state agencies' activities related to developing and expanding in-state production of low carbon and very low carbon transportation fuels.

Council membership consists of the Chair of the State Air Resources Board, Chair of the State Energy Resources Conservation and Development Commission, Director of the Governor's Office of Business and Economic Development, and three appointed members (one from Senate Rules, one from the Speaker of the Assembly, and one from the Governor with Senate confirmation).

Requires appointed members to have scientific, economic, or industry professional background with expertise in production, financing, distribution, or market development of low carbon fuels; the Governor's appointee must represent a bona fide nonprofit environmental justice organization.

Mandates the council identify and evaluate gaps in existing programs and policies that may impede construction of new or expansion of existing low carbon fuel production facilities, and make recommendations to the Legislature for necessary legal changes.

Requires council meetings to be open to the public under the Bagley-Keene Open Meeting Act, with meetings held as frequently as needed but not more than four times per year.
