Requires state agencies to prepare and post records on their websites describing expenditures from the Greenhouse Gas Reduction Fund prior to spending, including how expenditures further greenhouse gas emissions reductions under Division 25.5 of the Health and Safety Code

Mandates the State Air Resources Board post the same records on its website to ensure public transparency of fund expenditures

Requires state agencies to document how they considered other non-greenhouse gas emissions reduction objectives and how they will document results achieved from expenditures

Directs the State Air Resources Board to develop guidance on reporting and quantification methods for state agencies receiving appropriations from the fund, with the Administrative Procedure Act not applying to these procedures

Removes the requirement for the Department of Finance to develop a 3-year investment plan identifying conflicting or overlapping policies in state greenhouse gas reduction strategies
