Requires the Division of Boating and Waterways to establish an advisory and oversight committee within 90 days to evaluate and monitor management and control of invasive aquatic plants in the Sacramento-San Joaquin Delta, its tributaries, and Suisun Marsh

Committee membership must include equitable representation from agriculture, recreational boating, commercial shipping, business owners, California Invasive Plant Council, research institutions, wildlife conservation, environmental interests, resource conservation districts, local government, and the general public

Committee must meet at least twice per year and communicate findings and recommendations to the division, with all recommendations made publicly available on the division's website

The advisory and oversight committee provision expires and is repealed on January 1, 2019, unless extended by prior statute

Bill takes effect immediately as an urgency statute to address invasive aquatic plant damage in the Delta region
