Authorizes joint powers authorities formed by Belmont Fire Protection District, Estero Municipal Improvement District, and City of San Mateo on or after January 1, 2013, to provide non-new member employees with their pre-2013 defined benefit plans if employed within 180 days of the agency exercising common powers.

Prohibits joint powers authorities formed on or after January 1, 2013, from exempting new employees or new members from California Public Employees' Pension Reform Act (PEPRA) requirements.

Extends existing authorization for Cities of Brea and Fullerton joint powers authority to include up to three contiguous Orange County cities by January 1, 2017, under the same non-new member benefit preservation rules.

Clarifies that PEPRA applies to all state and local public retirement systems and participating employers effective January 1, 2013, with specified exemptions for certain federal employee protections and multiemployer plans.
