Requires the Division of Oil, Gas, and Geothermal Resources to establish an inspection program for all regulated activities and include total inspections and results in annual reports to the public.

Mandates review and revision of division regulations, field rules, notices, and manuals through public process at least once every 10 years to incorporate technological advances and protect life, health, property, and natural resources.

Requires the division to update injection well regulations by January 1, 2018, with provisions for geologic characterization, well integrity standards, public participation, and compliance deadline of January 1, 2020 for existing wells.

Prohibits injection of chemicals into wells starting July 1, 2017, unless the division possesses information about the chemical's physical, chemical, and biological properties to assess toxicity, persistence, and mobility in the environment.

Bans oil sumps for disposal of waters or waste waters from oil and gas operations effective July 1, 2017, and requires additional groundwater protection safeguards for well stimulation treatments in shallow wells by July 1, 2017.
