Authorizes the Court Reporters Board of California to seek injunctive relief, issue citations, and impose fines against corporations, persons, or entities offering certified shorthand reporter services for violations of the Civil Discovery Act, Moscone-Knox Professional Corporation Act, and shorthand reporting laws.

Applies enforcement authority to both foreign and domestic entities that provide shorthand reporting services for a fee or other financial consideration.

Clarifies that the bill does not authorize uncertified individuals to practice shorthand reporting or authorize foreign corporations to violate existing law regarding the practice of shorthand reporting.

Preserves the authority to set negotiated transcript fees and reasonable fees for noncontracting parties as long as such fees comply with applicable law.
