Requires the State Fire Marshal to conduct annual inspections of all intrastate pipelines and operators under its jurisdiction, effective January 1, 2017.

Mandates the State Fire Marshal adopt regulations to implement annual inspection requirements by January 1, 2017.

Prohibits the State Fire Marshal from becoming an inspection agent for interstate pipelines unless all regulatory and enforcement authority over those pipelines is transferred from the federal Pipeline and Hazardous Materials Safety Administration.

Requires the State Fire Marshal to revise fees under existing law to a level sufficient to cover costs associated with implementing the annual inspection requirements.
