SB 306 Summary

• Requires all California counties to participate in the CalFresh Employment and Training (E&T) program and provide placement for any able-bodied adult without dependents (ABAWD) who requests enrollment.

• Mandates counties not eligible for federal ABAWD time limit waivers to submit CalFresh E&T plans for state and federal approval and include information in notices of action to help applicants seek employment or exemptions.

• Prohibits any month in which the National Bureau of Economic Research declares the United States to be in an economic recession or depression from counting toward the CalFresh ABAWD 3-month time limitation.

• Establishes a funding formula using federal CalFresh E&T funds to support county costs of providing employment and training services to ABAWDs, developed by the department in consultation with counties and the U.S. Department of Agriculture.

• Authorizes the Department of Social Services to implement the bill through all-county letters initially, with regulations required by January 1, 2018; exempts implementation costs from continuous appropriations and establishes state mandate reimbursement procedures.
