• Authorizes Alum Rock Union Elementary School District in Santa Clara County to develop and implement an individualized eligibility preschool plan as a pilot project until June 30, 2021

• Allows preschool eligibility based on children being eligible for free or reduced-price meals or being foster youth, and permits children up to kindergarten age to participate

• Requires the school district and preschool program to consult with Santa Clara County Office of Education and First 5 Santa Clara County when developing the plan, which must address local needs and include parent education and family support services

• Mandates annual reports to the Legislature demonstrating enrollment increases and a final report by December 31, 2020 with recommendations on whether to continue the pilot as permanent
