Requires school districts acquiring property for new schoolsites in agricultural zones to notify and consult with the county agricultural commissioner in addition to local government.

Adds requirement for school districts to make findings that they will attempt to minimize land use incompatibilities when converting agriculturally zoned land to school use.

Conditions school district authority to override local zoning ordinances on compliance with notification requirements and written findings that zoning fails to accommodate school renovation, expansion, or new location needs.

Requires school districts to provide 30 days' written notice to the city or county before voting to override zoning ordinances on agricultural land.

Allows cities or counties to challenge school district zoning override decisions in superior court on grounds of arbitrary and capricious action.
