Authorizes foster care public health nurses to monitor and oversee psychotropic medication use for children in foster care as part of medical care planning and coordination duties.

Requires foster care public health nurses to assist nonminor dependents in making informed decisions about their health care, including providing educational materials about health care options.

Allows disclosure of medical and mental health information to foster care public health nurses for coordinating health care services, including information necessary to monitor psychotropic medications.

Restricts further disclosure of health information by recipients to only coordination purposes and prohibits use of disclosed information as evidence in criminal or delinquency proceedings against minors.

Declares that no state reimbursement is required for increased local costs under the 2011 Realignment Legislation, limiting the bill's application to funding already provided by the state.
