Authorizes nurse practitioners holding national certification to practice without physician supervision in specified settings including clinics, hospitals, accountable care organizations, and group practices.

Prohibits entities from interfering with or controlling the professional judgment of nurse practitioners and allows them to order durable medical equipment, certify disability, approve treatment plans, prescribe drugs and devices, and order diagnostic procedures without physician supervision.

Requires nurse practitioners to refer patients to physicians or other licensed providers when conditions exceed their education and training, and to maintain professional liability insurance appropriate for their practice setting.

Expands the definition of "licensee" under anti-kickback laws to include nurse practitioners, making them subject to the same prohibition on referring patients to entities in which they have financial interests, with violations reviewed by the Board of Registered Nursing.

Includes nurse practitioners in the definition of "licentiate" for purposes of peer review reporting, requiring the Board of Registered Nursing to disclose peer review reports as specified.
