Requires the Department of Alcoholic Beverage Control to provide annual reports to the Legislature upon request rather than mandatory reporting by March 1 each year.

Reports must include department spending on licensing, enforcement, and administration; license statistics by category; application processing times; enforcement activities; and disciplinary actions taken.

Exempts airline club licenses issued at airport terminals from nonprofit status and 100-member minimum requirements that apply to other club licenses.

Exempts airline clubs from restrictions on number of licenses and specific operational provisions that apply to standard club licenses.
